Alt.chi reviews are more discussion-oriented than acceptance/rejection-oriented (though they will help chairs decide on acceptance). You don't need to be exhaustive and you can decide to focus on specific aspects of the submission in order to spark discussions.
The final deadline for reviews is the 21st of January, however, the earlier a review is posted the more discussions it will foster.
