You need a working permit if you are doing TAship too as far I know. The university does that for international students once they enroll in a graduate program. I am not sure if this working permit works here too.

One more point to note: they need a work permit for this. If you are applying for the award, you might need to apply for a work permit if you don't have one already.
This particular point is unclear to me, though. Post-grad students usually have study permits and they are not supposed to have a work permit in parallel. If you are emailing them for any clarification, you might want clarification on this point, too.

I was also very excited to see that we have all the criteria but there's a big exception for Iran, Iraq, Syria,... Seems to be perfect for Bangladesh though.

In principle, IDRC supports research in all developing countries. At this time, however, we do not offer awards for research that involves the following countries:
Burundi, Central African Republic, Chad, Iran, Iraq, Libya, Mali, North Korea (Democratic People’s Republic of), Somalia, South Sudan, Syria, Yemen, southern and eastern Europe, Central Asia, and South Caucasus."
